To be able to configure a DBEnvironment, you must have the
following MPE capabilities:
Standard user capabilities (that is, you do not need SM or OP).
File access capabilities, as follows:
SF, to save user files permanently. IA, to gain interactive access. BA, to gain batch access. This attribute is required only
if you are going to use batch (job) mode to access or
create the DBEnvironment. ND, to be able to use non-shareable devices.
This attribute is required if you wish to use devices other than disk,
such as line printers and magnetic tape devices. ND is not necessary
for standard job/session input and list devices $STDIN and $STDLIST.
