HP CD Extensions for MPE/iX Installation and Administration Guide

Required Capability 

You must have either System Manager or Operator capability (with Save
Files capability for PUB.SYS) to run the Media Manager (CDMGR) or
CDSERVER. In addition, you may need to change the security for the two
socket files (CDMGRSKT and CDSRVSKT) to allow access to users with
Operator capability only.
