Chapter 20  Library Routines (Call-by-number) for UNIX 

The run-time system supplied with this product has a library of
routines<$SCOBOL System library routines;Library routines| available
using the COBOL CALL statement.  These routines generally supply features
that cannot be accessed using COBOL syntax.  Those routines which
are accessed by calling a hexadecimal number are referred to as
call-by-number routines.
