Chapter 19  Library Routines (Call-by-name) 

The run-time systems supplied with this product have a library of
routines available using the COBOL CALL statement.  These routines
generally supply features that cannot be accessed using COBOL syntax.
Those routines which are accessed by calling a name are referred to as
call-by-name routines.
