Chapter 12  FileHandler Utilities 

The File Handler utilities are a suite of programs provided with this
COBOL system which you use to manage your files.  No programming language
is required to use the utilities, but you will need to use an editor to
construct a parameter file which you then use to enter information into
the utility programs.
