What Is a Database? 

A database is a structured arrangement of data elements designed for the
easy selection of information.  Unlike a collection of flat files, a
database contains both data and structural information used in extracting
data from the files in which data resides.

In ALLBASE/SQL, databases are located inside a DBEnvironment, a structure
that is fully defined later in this chapter.
