REFORMAT FILE MENU 

The first menu displayed after you run REFSPEC is the Reformat File Menu
shown in Figure 5-10.  The only information entered on this menu is the
name of the reformat file.

If the name identifies a new reformat file, REFSPEC assumes you want to
continue creating the file or that you want to modify it.  In this case,
it skips the Forms File Menu and issues the Main Menu (see Figure 5-12).
