Introduction to MPE XL for MPE V Programmers Migration Guide

MPE V/E file security recognized two modes:  user and priv (privileged).
MPE XL recognizes user mode (level 3) and three levels of privileged mode
(levels 2, 1, and 0).  Only one of these, level 2, is available to
programmers.  Levels 0 and 1 are reserved for the operating system, and
are not accessible.
