The SWITCHDB intrinsic is not available to programs executing in NM.

To ensure compatibility between MPE V/E and MPE XL CM, SWITCHDB is
available to programs executing in CM. The CM version of SWITCHDB is
described in the MPE V/E Intrinsics Reference Manual (32033-90007).
